When the Royal Commission on Aboriginal Peoples (RCAP) released its final report in 1996, it set out a 20-year agenda for implementing changes to better the lives of Indigenous people in this country.
Those two decades have now come to an end.
“There is a very powerful lesson there, which is that today still, I don’t think it’s changed much,” says Paul Chartrand, 72, one of the original commissioners. Read more…
